Use of Body-worn Cameras White Paper

In conjunction with the League of Minnesota Cities and the Minnesota Chiefs of Police Association, MCIT provides “Use of Body-worn Cameras” white paper for its members, updated with provisions included in the 2016 “Body Cam Bill.” It identifies some of the more significant policy choices that agencies should consider in developing their own body-worn camera policy:

  • Transparency, reporting and external oversight
  • Policy requirements
  • Deciding what to record
  • Data administration issues, such as
    • labeling for retention purposes
    • data access issues
    • officer access to video and critical incidents
    • supervisory review
